We need a national, federally funded program that will enable any adult without a degree to return to college or earn a comparable credential without paying tuition. Much as the G.I. Bill served to power the American economy after World War II by providing returning men and women of the armed services with affordable higher education, so a federal guarantee of training for adult workers could accelerate an economic recovery now — and at relatively low cost.
